Comes up without his phone for a breath and sees Izzy and the kids. He looks for a second then goes back down to try and get his phone-again.

Izzy: Walks over to the diving board and runs across and jumps high doing 3 flips and diving straight into the pool. She looks over as she dives down and sees Justin's phone, she gets out and goes to the diving board again diving closer to the phone and swimming to it and picks it up and swims up for a breath
