Just an idea here, but you should make her have a really big crush on Max, but Max wont go any father then friends. So she keeps trying till he ends up falling in love with her.

Yeah thats what I was thinking about just a minuet ago. That he could have a slight crush on her. Enough to want to be around her alot, and to be protective. But he didn't think he could haddle a relationship at the time so he never asked her out, or said yes to her. But after time he gets to know her and ends up falling in love with her. How that work?
